Verdant Health Commission, also known as Public Hospital District No. 2, Snohomish County, is dedicated to ensuring quality healthcare is available to all residents in South Snohomish County. We are a public owned agency that leases the Edmonds hospital campus to Swedish. Since 2011, Verdant has invested $87 million dollars in the community by funding nonprofits that provide free or low-cost access to health programs and services.

Verdant’s elected Board of Commissioners allocates lease revenue in the form of community investments to nonprofits that offer di-rect healthcare services to residents of South Snohomish County. Our staff includes 9 employees who support Verdant operations.

Public Hospital District No. 2, Snohomish County was formed in 1962 by the community and was tasked with bringing the first hospital to South Snohomish County. We opened and operated what was then called Ste-vens Hospital until 2010, when we entered into a long-term lease agreement with Swedish. At that time, our Board of Commissioners created the Verdant Health Commission to invest in community health programs that increase access to healthcare for residents. Since 2011, this investment has totaled more than $87 million.
The 2025-2028 Strategic Plan was created by our Board of Commissioners to align Verdant resources and activities to effectively achieve our mission.

The residents in our public hospital district service area total approximately 190,000 individuals in the communities of Brier, Edmonds, Lynnwood, Mountlake Terrace, Woodway, and portions of Bothell and unincorporated Snohomish County. According to the 2019 American Community Survey data for the Edmonds School District, which closely matches our service area, the residents’ race makeup is:

Our hospital district boundaries include the cities of Brier, Edmonds, Lynnwood, Mountlake Terrace, Woodway, a corner of Bothell in Snohomish County and portions of unincorporated Snohomish County. Specifically, the boundaries are Puget Sound to the west, 148th St. SW to the north, approximately 3rd Ave. SE to the east, and the King-Snohomish County line to the south.
